A

Adaptation

Adjustments made in ecological, social, or economic systems to reduce harm from climate impacts — or to take advantage of new conditions created by a changing climate. Adaptation is not a solution to climate change; it is a response to the consequences of change that cannot be avoided. Effective adaptation requires understanding local vulnerabilities and building the capacity of communities to respond — which is why bioregional and Indigenous knowledge is often more valuable than centralized planning alone.

Adaptive Capacity

The ability of a system — whether a community, ecosystem, or institution — to adjust to climate change, moderate harm, and recover from disruption. Adaptive capacity depends on resources, knowledge, social cohesion, governance quality, and equity.

Communities with high poverty, social fragmentation, or limited political power typically have lower adaptive capacity, making them far more vulnerable to climate impacts. Strengthening adaptive capacity is a central goal of climate justice work.

Aerosols

Tiny particles or droplets suspended in the atmosphere, originating from both natural sources (sea spray, volcanic eruptions, wildfires) and human activities (burning fossil fuels, industrial processes). Some aerosols cool the planet by reflecting sunlight; others warm it by absorbing heat. The overall effect of aerosols is currently a net cooling influence — which means that as we reduce air pollution, some of this masking effect will disappear and temperatures may rise faster than expected. This is a significant and underappreciated dimension of climate uncertainty.

Afforestation

The process of planting trees on land that was not previously forested. Distinct from reforestation (replanting trees where forests previously existed), afforestation is

increasingly promoted as a carbon sequestration strategy. However, not all afforestation is ecologically beneficial — monoculture tree plantations can damage biodiversity, displace local communities, and draw down local water supplies. The most climate-beneficial afforestation supports diverse, native-species forests in appropriate landscapes.

Albedo

The reflectivity of a surface — the fraction of incoming sunlight that is reflected back into space rather than absorbed as heat. Light-colored surfaces like snow, ice, and clouds have high albedo (reflecting more energy); dark surfaces like open ocean, soil, and forests have low albedo (absorbing more energy). As climate change melts Arctic ice, it exposes darker ocean water, which absorbs more heat and accelerates warming — a powerful positive feedback loop known as the ice-albedo feedback.

Anthropocene

A proposed geological epoch characterized by the dominant influence of human activity on Earth’s geological, biological, and atmospheric systems. The term reflects the scale of human impact on the planet — from mass species extinction and ocean acidification to the accumulation of synthetic chemicals in all living tissue and the fundamental alteration of the global climate. Whether or not it becomes formally adopted as a geological designation, the Anthropocene concept is a useful frame for understanding the depth and scope of the climate and ecological crisis.

Atmospheric Carbon Dioxide (CO₂)

The most abundant long-lived greenhouse gas produced by human activities, primarily from burning fossil fuels, cement production, and deforestation. CO₂ concentrations in the atmosphere have risen from approximately 280 parts per million (ppm) before the Industrial Revolution to over 420 ppm today — higher than at any point in at least the past 3 million years. CO₂ persists in the atmosphere for hundreds to thousands of years, meaning the emissions we produce today will continue to warm the planet long after we stop producing them.

Atmospheric River

A narrow corridor of concentrated water vapor in the atmosphere that can transport massive amounts of moisture across long distances — sometimes called a ‘river in the sky.’ When an atmospheric river makes landfall, it can produce extreme precipitation, flooding, and mudslides. Climate change is intensifying atmospheric rivers by loading more moisture into the atmosphere, leading to more severe flooding events in regions like the Pacific Northwest, California, and the Salish Sea bioregion.

B

Baseline Emissions

The level of greenhouse gas emissions that would occur without any climate policy interventions. Baseline emissions serve as a reference point against which mitigation efforts are measured. Accurately establishing baselines is essential for meaningful accountability — a government or company claiming large emissions reductions may still be on a trajectory incompatible with climate safety if the baseline itself was set too high.

Biochar

A charcoal-like material produced by heating organic matter (such as agricultural waste or wood) in a low-oxygen environment — a process called pyrolysis. When added to soil, biochar can sequester carbon for centuries while also improving soil fertility, water retention, and microbial health. Biochar is a promising but still-scaling carbon removal strategy, particularly valuable when produced from waste biomass in agricultural systems.

Biodiversity Loss

The reduction in the variety of life on Earth — species, genetic diversity, and ecosystem diversity — at rates far exceeding natural background extinction. Climate change is now a major driver of biodiversity loss, alongside habitat destruction, pollution, invasive species, and overexploitation. Biodiversity loss weakens ecosystem resilience: diverse ecosystems can better absorb disturbance and maintain function under stress, while simplified systems are more vulnerable to collapse. The climate and biodiversity crises are deeply intertwined and cannot be solved independently.

Bioregion

A geographic area defined by natural rather than political boundaries — typically characterized by shared watersheds, climate patterns, soils, and ecological communities. Bioregional thinking is central to the LIFE Systems approach: the Salish Sea / Cascadia bioregion serves as our primary place-based frame, connecting human communities to the ecological systems on which they depend. Understanding climate change through a bioregional lens reveals impacts and solutions that are invisible from a purely national or global perspective.

Blue Carbon

Carbon stored in coastal and marine ecosystems — primarily mangroves, seagrasses, and salt marshes. These ecosystems store carbon at rates per acre that can exceed those of terrestrial forests, and they sequester carbon in both biomass and sediment. Blue carbon ecosystems are being lost globally at alarming rates, releasing stored carbon back

into the atmosphere while also eliminating their ongoing sequestration capacity. In the Salish Sea region, eelgrass meadows and estuarine wetlands represent critical blue carbon and ecological habitat.

C

Carbon Budget

The total amount of CO₂ that humanity can emit while keeping global warming within a given temperature target. At our current emission rates, the remaining carbon budget for a 50% chance of limiting warming to 1.5°C is measured in years, not decades. The concept of a carbon budget makes the cumulative nature of the problem tangible: every ton emitted counts, every delay reduces what remains, and the longer we wait, the more severe the required reductions become.

Carbon Capture and Storage (CCS)

Technologies that capture CO₂ emissions from industrial sources — such as power plants or cement factories — before they enter the atmosphere, and store them underground in geological formations. CCS has been deployed at limited scale but remains expensive, energy-intensive, and inadequate as a primary climate strategy. There are also concerns about long-term storage integrity. CCS is sometimes used to justify continued fossil fuel use, which climate scientists generally regard as a dangerous delay tactic.

Carbon Cycle

The movement of carbon through Earth’s systems — atmosphere, oceans, soils, vegetation, and living organisms. Carbon is continuously exchanged between these reservoirs through processes like photosynthesis, respiration, decomposition, ocean absorption, and combustion. Human activities have disrupted the carbon cycle by releasing ancient geological carbon (fossil fuels) and reducing the capacity of natural carbon sinks. Understanding the carbon cycle is essential to understanding both the causes of climate change and the potential for natural systems to help absorb excess carbon.

Carbon Dioxide Equivalent (CO₂e)

A standardized unit for measuring the warming effect of different greenhouse gases relative to CO₂. Because methane, nitrous oxide, and other gases have different warming potentials and atmospheric lifespans, CO₂e allows them to be compared and aggregated. For example, one ton of methane is equivalent to roughly 86 tons of CO₂

over a 20-year period. This unit is essential for understanding the full scope of human-caused warming beyond CO₂ alone.

Carbon Pricing

A policy mechanism that puts a direct price on greenhouse gas emissions, either through a carbon tax (a fee per ton of CO₂ emitted) or a cap-and-trade system (a market for emissions permits). The idea is to make emitting carbon costly, incentivizing businesses and individuals to shift to lower-carbon alternatives. The effectiveness of carbon pricing depends on the price level, coverage, and how revenues are used. Pricing carbon without addressing systemic inequities can disproportionately burden lower-income households.

Carbon Sequestration

The process of capturing and storing atmospheric carbon in biological or geological reservoirs — including forests, soils, wetlands, oceans, and underground geological formations. Biological carbon sequestration through healthy ecosystems is one of the most proven and cost-effective climate strategies available. Protecting existing forests, restoring degraded wetlands, and building soil carbon through regenerative agriculture all represent powerful, place-based sequestration opportunities.

Carbon Sink

Any natural or artificial system that absorbs more carbon from the atmosphere than it releases. Forests, soils, oceans, and wetlands are all major carbon sinks. Climate change is increasingly weakening and in some cases reversing natural carbon sinks — as forests die from fire, drought, and pests, and as warming oceans absorb less CO₂. The potential loss of major carbon sinks represents one of the most dangerous and underappreciated risks in the climate system.

Cascading Failures

A sequence of events in which the failure of one part of a system triggers failures in connected parts, propagating through the system and potentially causing widespread breakdown. In climate terms, cascading failures can unfold across ecosystems (forest die-off triggering soil erosion, triggering watershed degradation), infrastructure (power grid failure triggering water system failure triggering health system failure), or economies (crop failure triggering food price spikes triggering political instability triggering conflict). Systems thinking is essential for anticipating and preventing cascading failures.

Climate Emergency Declaration

A formal declaration by a government, institution, or community acknowledging that climate change constitutes an emergency requiring urgent, transformative action beyond business as usual. As of 2024, thousands of governments at national, regional, and local levels have made such declarations. Their significance lies less in the declaration itself than in the actions that follow — or fail to follow. A declaration without

changed policy is symbolic performance; one matched by structural change can serve as a genuine turning point.

Climate Finance

Financial resources mobilized to address climate change — including funding for mitigation, adaptation, and climate-related loss and damage. Under the Paris Agreement, wealthy nations committed to mobilizing $100 billion per year for developing countries by 2020; this goal was not met on time and the funds that did flow were inadequate and frequently misrepresented. Climate finance is both a technical and a justice issue: the countries least responsible for emissions typically bear the heaviest burdens and have the fewest resources to respond.

Climate Grief

The emotional experience of loss, sorrow, and mourning in response to climate change

— including grief over species extinction, ecosystem destruction, loss of familiar landscapes, and the futures that will not be. Climate grief is psychologically real and increasingly recognized by mental health professionals. Rather than something to suppress or ‘solve,’ climate grief can be a gateway to deeper engagement with what we love and what is worth protecting. The Grief Wisdom Hub within LIFE Systems centers this dimension of climate experience as foundational to meaningful civic response.

Climate Justice

An approach to climate change that centers equity, human rights, and the recognition that climate impacts and historical responsibilities are unevenly distributed. Climate justice insists that the communities least responsible for greenhouse gas emissions — Indigenous peoples, people of color, low-income communities, and people in the Global South — are disproportionately harmed by climate impacts and must be centered in solutions. Climate justice is not a supplement to climate action; it is a condition of climate action that is both ethical and durable.

Climate Migration

The movement of people driven — wholly or in part — by climate-related changes, including sea level rise, extreme heat, drought, flooding, agricultural collapse, and loss of habitability. The Internal Displacement Monitoring Centre estimates tens of millions of people are displaced annually by weather-related disasters, with projections for far larger movements over coming decades. Climate migration is already reshaping communities, borders, and geopolitics, and the human reality behind the statistics is one of loss, danger, and survival.

Climate Model

A mathematical representation of Earth’s climate system — including the atmosphere, oceans, land surface, and ice — used to simulate past, present, and future climate conditions. Climate models range from simple energy balance calculations to sophisticated coupled Earth system models requiring supercomputing power. While no model is perfect, the ensemble of global climate models has proven remarkably reliable at projecting broad trends, and their projections have generally been confirmed by — and in some cases have underestimated — observed changes.

Climate Pledges / Nationally Determined Contributions (NDCs)

The formal commitments made by countries under the Paris Agreement to reduce greenhouse gas emissions and adapt to climate impacts. NDCs are nationally determined, meaning each country sets its own targets. The gap between current NDC commitments and the emissions reductions needed to meet Paris Agreement temperature goals remains enormous — a critical challenge known as the emissions gap. NDCs are legally required but not legally binding on the emissions targets themselves, highlighting the limits of voluntary international climate governance.

Climate Sensitivity

A measure of how much global average temperature will increase in response to a doubling of atmospheric CO₂ concentrations. Equilibrium Climate Sensitivity (ECS) is estimated to fall in the range of 2.5°C to 4°C, with a best estimate near 3°C. Higher sensitivity means more warming for a given level of emissions; lower sensitivity means less. Uncertainty in climate sensitivity is one reason scientists express warming projections as ranges rather than single values, and why the high end of projections cannot be dismissed.

Community Resilience

The collective capacity of a community to anticipate, prepare for, respond to, and recover from climate disruptions and other shocks — while maintaining its essential functions and identity. Community resilience is not simply about bouncing back to a prior state; it is about the ability to adapt, learn, and transform in ways that reduce future vulnerability. Strong social networks, local food systems, accessible governance, and deep knowledge of place are among the most important foundations of community resilience — none of which are captured in GDP or most conventional economic measures.

Consensus Trance

A socially reinforced system of beliefs, narratives, and assumptions that becomes so pervasive it is experienced as reality itself. Within such a trance, foundational structures—such as economic growth or market primacy—are rarely questioned, even when evidence contradicts them.

Coral Bleaching

A stress response in coral reefs triggered by elevated ocean temperatures, causing corals to expel the symbiotic algae that provide both their color and most of their nutrition.

Without these algae, corals turn white (bleach) and are at high risk of death if temperatures remain elevated. Mass coral bleaching events have become dramatically more frequent and severe with climate change. Coral reefs support roughly 25% of all marine species and the livelihoods of hundreds of millions of people, making their loss a crisis within the crisis.

Crop Failure

The loss of expected agricultural yields due to adverse conditions — including drought, flooding, extreme heat, frost, and pest or disease outbreaks, all of which are intensifying with climate change. Crop failures create cascading impacts: food price spikes, hunger, economic disruption, and political instability. The simultaneous failure of multiple breadbasket regions in a single season — a risk that is growing as climate impacts become more geographically widespread — could trigger global food system shocks with severe humanitarian consequences.

Cultural Hegemony

A concept developed by Antonio Gramsci describing how dominant groups maintain power not only through force, but by shaping cultural norms and beliefs so that existing systems are perceived as natural, inevitable, or beneficial.

D

Decarbonization

The process of reducing or eliminating greenhouse gas emissions from an economy, sector, or system — typically by replacing fossil fuel energy with renewable energy and improving energy efficiency. Full decarbonization of the global economy by mid-century is the central requirement of meeting Paris Agreement temperature goals. The technical pathways to decarbonization are largely understood; what is lacking is political will and structural reform at the scale and speed required.

Degrowth

A political-economic framework that challenges the assumption that perpetual economic growth is compatible with ecological limits. Degrowth advocates argue that high-income, high-consumption economies must reduce their material and energy throughput — not just make growth more efficient — to stay within planetary boundaries. Degrowth does not mean a worsening of human wellbeing; proponents argue that reducing resource throughput while redistributing wealth and expanding public services could improve wellbeing while dramatically reducing environmental impact. It is one of the more contested and generative concepts in contemporary climate economics.

Desertification

The process by which fertile land becomes increasingly arid and degraded, losing vegetation, water, and the capacity to support human and ecological communities. Desertification is driven by a combination of unsustainable land use (overgrazing, deforestation, poor agricultural practices) and climate change (reduced precipitation, increased evaporation). It threatens the livelihoods of more than a billion people globally and is a major driver of climate migration.

Drawdown

The point at which concentrations of greenhouse gases in the atmosphere begin to decline — and, by extension, a broad framework for identifying and scaling the most powerful solutions to get there. Project Drawdown, led by researcher Paul Hawken, assembled and analyzed over 100 climate solutions ranked by their potential to reduce or sequester emissions. The Drawdown framework is notable for its emphasis on solutions that are already available, often economically viable, and frequently aligned with human wellbeing — from women’s education and food waste reduction to forest protection and regenerative agriculture.

Drought

A prolonged period of abnormally low precipitation that results in water shortage, agricultural stress, and ecosystem disruption. Climate change is intensifying droughts in many regions by increasing evaporation rates and altering precipitation patterns.

Droughts do not affect all communities equally — those without water storage infrastructure, diversified food systems, or political access to relief are most vulnerable. In the Pacific Northwest and Cascadia bioregion, summer droughts are already intensifying, stressing salmon runs, agriculture, and wildfire risk.

E

Earth System

The integrated system of the planet’s physical, chemical, biological, and social components and their interactions. The Earth system includes the atmosphere, hydrosphere (water), cryosphere (ice), biosphere (living organisms), lithosphere (land and rock), and increasingly the anthroposphere (human civilization). Understanding climate change requires an Earth system perspective — because altering one component (atmospheric composition) produces changes throughout all others in complex, nonlinear, and often surprising ways.

EcologicalGrief

See Climate Grief. Also sometimes called ‘solastalgia’ — a term coined by philosopher Glenn Albrecht to describe the grief experienced when one’s home environment changes in ways that feel threatening or distressing. Ecological grief can arise from witnessing the loss of forests, rivers, species, or seasonal rhythms that held deep personal, cultural, or spiritual meaning. This grief is not a pathology — it is a measure of love and a call to action.

Emissions Gap

The difference between current national climate pledges (NDCs) and the emissions reductions needed to meet global temperature goals. The UNEP Emissions Gap Report, published annually, tracks this gap and consistently finds it to be dangerously large.

Even if all current pledges were fully implemented — which they are not on track to be— global warming would substantially exceed 1.5°C and approach or surpass 2°C. The emissions gap is a measure of the distance between what governments say and what the climate requires.

Energy Blindness

The tendency to overlook or underestimate the central role of energy in shaping economic systems, technological possibilities, and daily life. In modern societies, energy is often treated as an invisible background condition rather than a primary constraint. This makes it difficult to fully understand the scale and nature of climate disruption, which is deeply tied to how energy is produced, distributed, and used.

Energy Constraint

The limits imposed by the availability, accessibility, and quality of energy within a system. All human systems — economic, agricultural, industrial, and social — are fundamentally shaped by energy flows. When energy is abundant, systems can expand in complexity and scale. When energy becomes constrained, systems must adapt, simplify, or reorganize. Climate change interacts directly with energy constraints by disrupting both the sources of energy and the stability of the systems that depend on it, making these limits more visible and more consequential.

Energy Imbalance

The difference between the amount of solar energy entering Earth’s atmosphere and the amount being radiated back to space as heat. When greenhouse gases trap outgoing heat, the planet absorbs more energy than it releases, creating a positive energy imbalance. This imbalance is the fundamental physical driver of climate change. The ocean absorbs more than 90% of this excess energy — which is why ocean heat content is one of the most important metrics for tracking the true pace of planetary warming.

Enhanced Weathering

A carbon removal approach that involves spreading silicate rocks (such as basalt) on agricultural land to speed up the natural process by which rocks chemically react with CO₂ and lock carbon into stable minerals. Enhanced weathering can also improve soil fertility and reduce ocean acidification. It is one of several promising but not yet fully proven carbon removal strategies that may play a role in a comprehensive climate response.

Extreme Heat

Temperatures that significantly exceed historical norms, posing severe risks to human health, agriculture, and ecosystems. Extreme heat is the deadliest form of extreme weather, responsible for more deaths annually than floods, hurricanes, or tornadoes combined. Climate change is making heat waves hotter, longer, and more frequent.

Urban areas face a compounding ‘heat island’ effect, and outdoor workers and low-income communities without air conditioning are disproportionately at risk. The 2021 Pacific Northwest heat dome — which brought temperatures of 121°F (49°C) to Canada and killed hundreds — was a preview of what is coming.

F

Feedback Loops

Processes in which a change in one part of a system causes effects that circle back to amplify (positive feedback) or dampen (negative feedback) the original change. Positive feedbacks accelerate warming — such as when ice melts, exposing darker ocean that absorbs more heat, which melts more ice. Negative feedbacks slow warming — such as when higher temperatures increase water vapor, which can form more clouds, which may reflect more sunlight. The climate system contains many interacting feedbacks, some of which are poorly constrained, making projections inherently uncertain — particularly at the high end.

Flood Risk

The probability and potential severity of flooding in a given area, combining the likelihood of a flood event with its potential impact on people, property, and ecosystems. Climate change increases flood risk in multiple ways: intensifying precipitation events, raising sea levels, accelerating glacial melt, and in some regions increasing atmospheric river intensity. Flood risk is not evenly distributed — communities in floodplains, coastal areas, and low-income neighborhoods often face the greatest risk with the fewest resources to prepare.

Food Systems

The interconnected web of activities, actors, and relationships involved in producing, processing, distributing, consuming, and disposing of food — from farm to fork to soil. Food systems are both a major source of greenhouse gas emissions (roughly 30% of global emissions when full supply chains are counted) and profoundly vulnerable to climate disruption. Transitioning to regional, ecologically grounded food systems is simultaneously a climate solution, an adaptation strategy, and a path toward community resilience. In the Salish Sea bioregion, rebuilding local food webs — including Indigenous food sovereignty and regenerative small-scale farming — is a critical element of climate response.

Forest Health

The ecological integrity and resilience of forest ecosystems, including the diversity of species, age classes, and structural complexity that allows forests to function and adapt over time. Climate change is stressing forests globally through drought, heat, pest outbreaks, and wildfire, while simultaneously degrading the regenerative capacity of forests to absorb and store carbon. In the Pacific Northwest, old-growth forests are uniquely important both as long-lived carbon stores and as keystone ecosystems for salmon, bear, eagle, and hundreds of other species. Forest health and climate health are inseparable.

Fossil Fuels

Coal, oil, and natural gas — energy sources formed from ancient organic matter over millions of years. Burning fossil fuels releases the carbon stored in them back into the atmosphere as CO₂, driving the greenhouse effect. The fossil fuel industry has been the primary driver of the current climate crisis and has spent decades funding disinformation campaigns to delay action. Transitioning away from fossil fuels is the single most important structural requirement for stabilizing the climate — and is opposed by some of the most powerful economic and political interests in the world.

G

Geoengineering

Large-scale technological interventions in Earth’s climate system intended to counteract global warming. Two broad approaches are commonly discussed: Solar Radiation Management (SRM), which involves reflecting sunlight away from Earth (e.g., stratospheric aerosol injection); and Carbon Dioxide Removal (CDR), which involves removing CO₂ from the atmosphere. Geoengineering proposals range from the plausible to the speculative, and most carry significant risks — including uncertain regional effects, ‘termination shock’ if interventions are suddenly stopped, and governance challenges for interventions affecting the entire planet. They are generally not regarded by mainstream climate scientists as substitutes for emissions reduction.

Glacial Retreat

The ongoing shrinkage of glaciers worldwide as rising temperatures cause ice to melt faster than new snow can replenish it. Glaciers are critical freshwater sources for billions of people, regulate streamflow for agriculture and ecosystems, and contribute to sea level rise as they melt. The pace of glacial retreat is accelerating. In Cascadia, the retreat of glaciers in the North Cascades and Coast Range has significant implications for summer river flows, salmon habitat, and drinking water security.

Greenhouse Effect

The natural process by which certain gases in Earth’s atmosphere — water vapor, CO₂, methane, nitrous oxide, and others — absorb and re-emit heat radiation, keeping the planet warm enough to support life. Without the greenhouse effect, Earth’s average surface temperature would be approximately −18°C. The problem is not the greenhouse effect itself but its intensification: by adding enormous quantities of greenhouse gases to the atmosphere, human activity is trapping more heat and pushing the system out of the relatively stable range that supported the development of human civilization.

Greenwashing

The practice of making misleading or unsubstantiated claims about the environmental benefits of a product, policy, or company in order to appear more sustainable than is actually the case. Greenwashing is rampant in climate communications — from fossil fuel companies promoting minor renewable investments while expanding oil production, to corporations claiming ‘net zero’ through the purchase of questionable carbon offsets. Distinguishing genuine climate action from greenwashing requires

scrutiny of absolute emissions, timelines, methodology, and accountability mechanisms.

H

Heat Dome

A weather pattern in which a high-pressure system traps hot air over a region, causing temperatures to soar far above seasonal norms for days or weeks. Heat domes can be deadly: the June 2021 Pacific Northwest heat dome was unprecedented in recorded history, killing more than 1,400 people in British Columbia, Oregon, and Washington, and causing mass mortality among intertidal marine life in the Salish Sea. Climate change is making heat domes more intense and more likely.

Heat Waves

Extended periods of abnormally high temperatures that pose significant risks to human health, infrastructure, ecosystems, and agriculture. Heat waves are the most lethal extreme weather events globally. They disproportionately kill elderly people, outdoor workers, low-income individuals without access to cooling, and urban residents in the ‘heat island’ effect. Climate change is making heat waves more frequent, more intense, and longer-lasting worldwide.

Human Wellbeing Indicators

Metrics beyond GDP that capture dimensions of human flourishing — including health, education, social connection, sense of purpose, ecological relationship, and democratic participation. In a climate context, human wellbeing indicators are essential because GDP-based measures can grow while ecological systems collapse and community health deteriorates. Frameworks like the Genuine Progress Indicator (GPI), the Human Development Index (HDI), and Kate Raworth’s Doughnut Economics model offer more comprehensive pictures of whether societies are actually thriving — or merely growing.

Hydrological Cycle

The continuous movement of water through the environment — via evaporation, condensation, precipitation, infiltration, and runoff. Climate change is intensifying the hydrological cycle: warmer temperatures increase evaporation, loading more moisture into the atmosphere and producing more intense precipitation events while also drying out soils and vegetation faster during dry periods. This intensification simultaneously increases flood risk and drought risk, often in the same regions in different seasons.

I

Indigenous Climate Knowledge

The ecological, seasonal, and place-based knowledge held by Indigenous communities — accumulated over generations of observation, relationship, and stewardship with specific lands and waters. Indigenous climate knowledge is not merely anecdotal; it represents an unparalleled longitudinal record of ecological change, often detecting

shifts in species behavior, phenology, and habitat quality that Western scientific monitoring misses or detects only much later. Respecting and integrating Indigenous knowledge in climate response is both an ethical obligation and a practical necessity — and requires genuine co-governance, not extractive consultation.

Intertidal Zone

The coastal area between the high and low tide marks — a highly productive and ecologically complex habitat that is among the most vulnerable to climate change. Sea level rise, increased wave energy, ocean acidification, and extreme heat events all affect intertidal communities. The 2021 Pacific Northwest heat dome killed an estimated one billion intertidal animals — mussels, clams, sea stars, and others — in a single event, demonstrating the acute vulnerability of these ecosystems to rapid temperature extremes.

IPCC (Intergovernmental Panel on Climate Change)

The United Nations body responsible for assessing the scientific evidence on climate change, its impacts, and potential responses. The IPCC does not conduct original research; it synthesizes and evaluates thousands of peer-reviewed studies from researchers around the world. Its Assessment Reports — issued roughly every six to seven years — represent the most comprehensive and authoritative summaries of

climate science available. The IPCC’s conclusions are generally considered conservative, reflecting the need for consensus among hundreds of scientists and the lag time inherent in synthesizing research from prior years.

J

Just Transition

A framework ensuring that the shift away from fossil fuels and toward a sustainable economy is carried out in ways that are fair and inclusive — supporting workers in fossil fuel industries, fossil fuel-dependent communities, and frontline communities that have already borne the burdens of pollution and climate impact. A just transition recognizes that the costs of climate action must not fall on those who least caused the problem, and that the benefits of a clean economy must be broadly shared. It links climate policy with labor rights, racial equity, economic democracy, and community self-determination.

K

Keystone Species

A species that has a disproportionately large effect on its ecosystem relative to its abundance — one whose presence or absence fundamentally shapes the structure and

function of the community around it. Salmon are a keystone species in Pacific Northwest ecosystems: they carry marine-derived nutrients deep into forest watersheds, feeding bears, eagles, and ultimately forest soils. The decline of salmon populations due to climate change, dams, and habitat degradation cascades through entire ecosystems, affecting dozens of other species and the ecological health of the Cascadia bioregion.

L

Land Use Change

The conversion of land from one use to another — such as forest to cropland, wetland to development, or grassland to grazing — which is a major driver of both greenhouse gas emissions and biodiversity loss. Deforestation alone accounts for roughly 10% of global CO₂ emissions. Protecting and restoring high-carbon, high-biodiversity land uses — forests, wetlands, peatlands, and native grasslands — is one of the most immediate and powerful climate strategies available.

Livability Threshold

The physical, ecological, and social conditions necessary for human communities and ecosystems to function and sustain themselves. Climate change is pushing some regions toward or beyond livability thresholds — through extreme heat, water scarcity, agricultural collapse, and sea level rise — rendering them increasingly uninhabitable for human communities and many species. The concept of livability thresholds underscores that climate change is not merely an environmental or economic issue but a question of where and how human life can continue to flourish.

Loss and Damage

A concept in international climate negotiations referring to the negative impacts of climate change that cannot be avoided through mitigation or adaptation — including permanent losses of territory, cultural heritage, biodiversity, and human life. ‘Loss and damage’ represents a form of climate liability: wealthy, high-emitting nations are responsible for impacts being experienced by low-emitting, vulnerable nations that lack the resources to protect themselves. At COP27 in 2022, nations agreed in principle to create a loss and damage fund — a significant step, though the details of financing remain contested.

M

Manufacture of Consent

A term introduced by Noam Chomsky and Edward S. Herman describing how media and institutional structures shape public perception in ways that align with dominant power interests, often without overt coercion.

Methane (CH₄)

A potent greenhouse gas that is roughly 86 times more powerful than CO₂ over a 20-year timeframe, though it remains in the atmosphere for a much shorter period.

Methane is emitted from fossil fuel operations (drilling, pipelines, coal mining), livestock digestion and manure, rice paddies, and wetlands. Reducing methane emissions — particularly from the fossil fuel sector — is one of the fastest levers available for slowing near-term warming. There is growing concern that warming temperatures may trigger large releases of methane from Arctic permafrost and methane hydrates on the ocean floor.

Mitigation

Actions taken to reduce the emission of greenhouse gases or enhance carbon sinks in order to limit the magnitude and rate of climate change. Mitigation includes transitioning to renewable energy, improving energy efficiency, protecting and restoring forests and wetlands, changing agricultural practices, and shifting consumption patterns. Mitigation is not the same as adaptation — it addresses the causes of climate change, not only its consequences. Ambitious, rapid mitigation is the only way to avoid the most severe climate futures.

Monsoon Disruption

Changes to the seasonal cycles of heavy rainfall that billions of people in South and Southeast Asia, West Africa, and other regions depend on for agriculture and freshwater. Climate change is altering the timing, intensity, and reliability of monsoons— making some regions wetter, others drier, and all of them more uncertain. Monsoon disruption is not an abstract statistical concern; it is a question of food security, water availability, and livelihood survival for more than three billion people.

N

Net Zero

A state in which the amount of greenhouse gases emitted into the atmosphere equals the amount removed, resulting in no net addition to atmospheric concentrations. Net zero targets have been adopted by many governments and corporations, but the quality and integrity of net zero commitments vary enormously. Many rely heavily on unproven carbon removal technologies or problematic offsets rather than genuine emissions reductions. Climate scientists generally argue that real net zero requires first

dramatically cutting actual emissions, not masking continued emissions with speculative future removals.

Nitrous Oxide (N₂O)

A greenhouse gas approximately 273 times more potent than CO₂ over a 100-year period, primarily emitted from agricultural soils (especially through the overuse of nitrogen fertilizers), livestock, and certain industrial processes. Nitrous oxide is the third most important long-lived greenhouse gas after CO₂ and methane. Reducing N₂O emissions requires transforming industrial agriculture — shifting away from synthetic nitrogen inputs toward regenerative soil practices that build biological nitrogen cycling.

Nonlinearity

The characteristic of complex systems in which outputs are not proportional to inputs — where small changes can produce large, disproportionate effects, and where the system does not respond in a simple, predictable, linear way. The climate system is deeply nonlinear: it contains tipping points where gradual warming can trigger abrupt shifts; feedback loops that accelerate change; and threshold effects where slow-building pressures produce sudden reorganization. Nonlinearity is why extrapolating from current trends can be misleading, and why the high end of climate projections cannot be safely ignored.

O

Ocean Acidification

The ongoing decrease in the pH of the world’s oceans, caused by the absorption of atmospheric CO₂, which reacts with seawater to form carbonic acid. Ocean acidification is sometimes called ‘the other CO₂ problem’ — distinct from warming, but driven by the same cause. It threatens shellfish, corals, and any organism that builds calcium carbonate structures, and disrupts the marine food web at its base. In the Pacific Northwest, oyster hatcheries have already experienced production failures directly attributable to ocean acidification, making it a present-day reality in the Salish Sea region.

Ocean Heat Content

The total amount of heat energy stored in the world’s oceans. Because the ocean has a much greater heat capacity than the atmosphere, it absorbs more than 90% of the excess energy trapped by the enhanced greenhouse effect. Ocean heat content is one of the most reliable indicators of total planetary warming — less subject to short-term variability than surface air temperatures. Tracking ocean heat content reveals that Earth is warming significantly faster than surface temperature records alone would suggest.

Overshoot

A scenario in which global greenhouse gas emissions temporarily exceed the level needed to stay within a given temperature target — pushing warming past the target — before being brought back down through aggressive emissions cuts and carbon removal. Many current climate scenarios include overshoot of the 1.5°C target, with the assumption that future carbon removal will eventually return temperatures to safe levels. Overshoot is not without consequence: the harms and tipping points triggered during an overshoot period may be irreversible, even if temperatures eventually return to lower levels.

P

Paris Agreement

The international climate accord adopted in 2015 under the UNFCCC, in which nearly every nation committed to limiting global warming to well below 2°C above pre-industrial levels, with efforts to limit warming to 1.5°C. The Paris Agreement relies on nationally determined contributions rather than binding emissions caps, and it has no enforcement mechanism beyond transparency and peer pressure. It represents a genuine diplomatic achievement and a fundamental inadequacy simultaneously — a framework that acknowledged the crisis without yet generating the political will to match it.

Peatlands

Wetland ecosystems characterized by the accumulation of partially decomposed organic matter (peat) over thousands of years. Peatlands cover only about 3% of Earth’s land area but store roughly 30% of all terrestrial carbon — more than all the world’s forests combined. When drained and destroyed for agriculture or development, peatlands release enormous quantities of CO₂. Protecting and restoring peatlands is one of the highest-leverage climate and biodiversity strategies available, yet it receives a fraction of the attention and investment that it deserves.

Permafrost

Ground that remains frozen for at least two consecutive years, found primarily in Arctic and subarctic regions. Permafrost stores an estimated 1.5 trillion tons of organic carbon— roughly twice the amount currently in the atmosphere. As the Arctic warms at two to four times the global average rate, permafrost is thawing, releasing CO₂ and methane and threatening a major positive feedback loop. Permafrost thaw is considered one of the most dangerous tipping elements in the climate system because it is largely outside human control once initiated.

Phenology

The study of cyclic and seasonal natural phenomena — particularly the timing of biological events such as flowering, migration, spawning, leaf emergence, and insect emergence. Climate change is shifting phenology across virtually every ecosystem, often causing dangerous mismatches between interdependent species whose seasonal timing has co-evolved over millennia. In the Salish Sea bioregion, changes in the timing of salmon runs, zooplankton blooms, and seabird nesting cycles are measurable, ongoing consequences of climate-driven phenological change.

Planetary Boundaries

A framework developed by Johan Rockström and colleagues identifying nine Earth system processes that define a ‘safe operating space for humanity.’ These include climate change, ocean acidification, biodiversity loss, biogeochemical flows (nitrogen and phosphorus), freshwater use, land system change, novel entities (synthetic chemicals and other human-made pollutants), aerosol loading, and stratospheric ozone depletion. Several boundaries have already been crossed, meaning humanity is operating outside the conditions that supported the development of civilization for the past 10,000 years.

R

Radiative Forcing

A measure of the energy imbalance introduced by a change in the atmosphere — such as an increase in greenhouse gas concentrations — expressed in watts per square meter.

Positive radiative forcing means more energy is being trapped and the planet will warm; negative forcing means the opposite. Radiative forcing is the fundamental metric for comparing the warming (or cooling) influence of different greenhouse gases, aerosols, land use changes, and solar variation. Current total human-caused radiative forcing is approximately +2.7 W/m² — a significant and growing energy imbalance.

Reforestation

The restoration of forests on land that was previously forested but has been cleared or degraded. Reforestation is a powerful and cost-effective carbon sequestration strategy — but its effectiveness depends critically on species diversity, ecological appropriateness, long-term protection, and whether it complements rather than substitutes for emissions reductions. Diverse, native-species reforestation that supports biodiversity and water cycles is far more ecologically valuable than monoculture plantations grown purely for carbon offset markets.

Regeneration

The process of restoring ecological health and function to degraded systems — soils, forests, wetlands, watersheds, and communities — in ways that increase their long-term resilience and productivity. Regeneration goes beyond sustainability (which aims to sustain what exists) toward actively building ecological and community health.

Regenerative agriculture, regenerative forestry, and regenerative community development are all expressions of this orientation. In the LIFE Systems framework, regeneration is understood as both a physical process and an ethical commitment to the future.

Regime Shift

A fundamental reorganization of a system from one stable state to another — often rapid, nonlinear, and difficult or impossible to reverse. Regime shifts have been observed in coral reefs (shifting from coral-dominated to algae-dominated systems), in fisheries (shifting from abundant to collapsed stocks), and in boreal forests (shifting from carbon-absorbing forest to carbon-releasing shrubland or bog). Climate change increases the risk of regime shifts by pushing systems toward and past tipping points. Once a regime shift occurs, restoring the previous state typically requires far more intervention than preventing the shift in the first place.

Resilience

The capacity of a system — ecological, social, or economic — to absorb disturbance and reorganize while undergoing change so as to retain essentially the same function, structure, and identity. Resilience is not the same as resistance (the ability to avoid change) or recovery (returning to the prior state); a resilient system can transform while maintaining its core integrity. Building resilience in the face of climate change requires diversity, redundancy, adaptive capacity, and strong social networks — all of which are eroded by economic inequality, ecological simplification, and centralization of power.

S

Sacrifice Zones

Communities or regions that have been systematically exposed to disproportionate environmental harm — pollution, toxic waste, industrial extraction, and increasingly, climate impacts — often because they lack the political power to refuse. Sacrifice zones are not accidental; they reflect the distribution of political and economic power.

Indigenous communities, communities of color, and low-income communities have been sacrificed at much higher rates than wealthy, predominantly white communities. Climate justice requires recognizing and refusing the logic of sacrifice zones.

Salish Sea

The inland sea of the Pacific Northwest, encompassing Puget Sound, the Strait of Georgia, and the Strait of Juan de Fuca — home to orca, salmon, rockfish, seabird colonies, and the Coast Salish peoples who have stewarded these waters since time immemorial. The Salish Sea is the ecological heart of the Cascadia bioregion and the primary place-based anchor for the LIFE Systems project. Climate change is already reshaping the Salish Sea ecosystem — through ocean warming, acidification, changing salmon runs, sea level rise, and atmospheric river intensity — making it both a vivid indicator of global change and a laboratory for place-based response.

Salmon Systems

The ecological and cultural networks centered on Pacific salmon — species that connect ocean and forest, marine nutrients and terrestrial ecosystems, Indigenous cultures and bioregional identity. Salmon are not merely fish; they are a keystone species whose health reflects the health of entire watersheds, from headwater streams to estuaries to open ocean. Climate change threatens salmon through warming rivers, reduced summer snowpack, altered ocean conditions, and disrupted ocean food webs. The recovery of salmon populations requires addressing climate change alongside dam removal, habitat restoration, and honoring Indigenous treaty rights — issues that are deeply intertwined in the Cascadia bioregion.

Sea Level Rise

The increase in the average global sea level driven primarily by two factors: the thermal expansion of warming ocean water and the melting of land-based ice (glaciers and ice sheets). Global average sea level has risen approximately 20 centimeters since 1900, with the rate accelerating in recent decades. Projections vary widely depending on emissions trajectories and the behavior of the Antarctic and Greenland ice sheets, but multi-meter sea level rise over this century is within the range of plausibility under high-emission scenarios. Sea level rise threatens coastal communities, infrastructure, freshwater supplies, and ecosystems globally.

Slow Violence

A concept developed by scholar Rob Nixon describing harm that occurs gradually and out of sight — incremental rather than explosive, invisible to media and political systems calibrated to respond to dramatic events. Climate change is an extreme form of slow violence: its harms accumulate over decades, fall disproportionately on the most vulnerable, and resist the attention structures of democratic politics. Recognizing climate change as slow violence is important for understanding why conventional political systems have struggled to respond proportionately.

Social-Ecological Systems

Integrated systems in which human communities and ecosystems are understood as deeply intertwined — not as separate domains where ‘nature’ and ‘society’ can be studied or managed independently. Social-ecological systems thinking recognizes that the health of communities and the health of ecosystems are mutually constitutive: degraded ecosystems undermine community wellbeing, and socially fractured communities are less able to steward healthy ecosystems. Climate response requires social-ecological systems thinking, not solutions that treat ecological and social problems as separate tracks.

Soil Carbon

The organic carbon stored in soils through the decomposition of plant material, microbial activity, and root systems. Healthy soils contain roughly three times more carbon than the atmosphere. Soil carbon is both a major carbon store and a crucial foundation of agricultural productivity, water retention, and biodiversity. Industrial agriculture degrades soil carbon through tillage, synthetic inputs, and monoculture; regenerative practices — cover cropping, composting, reduced tillage, diverse rotations— can rebuild it. Restoring soil carbon at scale is one of the most promising and place-based climate solutions available.

Solar Radiation Management (SRM)

A category of geoengineering that seeks to cool the planet by reducing the amount of sunlight it absorbs — for example, by injecting reflective aerosols into the stratosphere, increasing the reflectivity of marine clouds, or brightening ocean surfaces. SRM does not address the root cause of climate change (greenhouse gas accumulation) and carries serious risks — including disruption of monsoon systems, regional precipitation

changes, and ‘termination shock’ if the intervention is suddenly stopped. It is intensely debated in the scientific and governance communities and not a substitute for emissions reduction.

Stranded Assets

Fossil fuel reserves, infrastructure, or related investments that have become economically non-viable before the end of their expected lifespan — because of climate policy, market shifts, or technological change. The carbon contained in already-discovered fossil fuel reserves far exceeds what can be burned within a safe climate budget, meaning a large fraction of the fossil fuel industry’s claimed value consists of reserves that must remain unburned. Stranded asset risk has implications not only for fossil fuel companies but for pension funds, financial institutions, and governments that depend on fossil fuel revenues.

Systems Inertia

The tendency of complex systems — physical, social, and ecological — to resist change and to continue on their current trajectory even when significant forces for change are applied. In climate terms, systems inertia means that even if we stopped all emissions today, temperatures would continue to rise for decades due to heat already absorbed by the oceans (committed warming). It also means that energy systems, infrastructure, and social institutions built around fossil fuels will not transform rapidly without sustained, deliberate pressure. Understanding systems inertia is essential for realistic climate planning — it means that delay has compounding costs.

Systems Thinking

An approach to understanding complex phenomena by examining the relationships, feedback loops, and emergent properties of whole systems — rather than analyzing individual components in isolation. Systems thinking is foundational to understanding the climate crisis: it reveals how ecological, economic, social, and political systems are interconnected; how small changes can propagate in unexpected ways; and why solutions that address symptoms without addressing root causes often fail or create new problems. In the LIFE Systems framework, whole systems thinking is one of the six Foundational Lenses for civic understanding and action.

T

Temperature Anomaly

The difference between observed temperature and a long-term baseline or average — typically the 1850–1900 pre-industrial average in climate science. Expressing temperature change as an anomaly rather than an absolute number makes it easier to compare trends across locations and time periods. The global average temperature anomaly has risen approximately 1.2–1.3°C above the pre-industrial baseline as of the early 2020s, with 2023 marking the first year of sustained 1.5°C anomaly on a monthly basis.

Tipping Elements

Large-scale components of the Earth system that can be pushed past critical thresholds and then undergo self-reinforcing change — regardless of what happens to external forcing. Major tipping elements include the West Antarctic Ice Sheet, the Greenland Ice Sheet, the Amazon rainforest, Atlantic Ocean circulation, boreal permafrost, and Arctic sea ice. Research published in leading journals suggests that several of these elements may interact with each other in ways that make tipping cascades more likely than previously understood — a deeply concerning finding.

Tipping Points

Thresholds in natural or social systems at which a small change can trigger a large, self-reinforcing shift to a fundamentally different state. Climate tipping points include events like the irreversible collapse of the West Antarctic Ice Sheet or the large-scale dieback of the Amazon rainforest. The key danger of tipping points is their potential irreversibility: once crossed, no amount of subsequent emissions reduction may be sufficient to restore the prior state. This is why many scientists argue that limiting warming to 1.5°C — rather than 2°C — could mean the difference between manageable change and cascading, uncontrollable transformation.

Traditional Ecological Knowledge (TEK)

See Indigenous Climate Knowledge. TEK encompasses the accumulated knowledge, practices, and beliefs of Indigenous and local communities about the relationships between living beings and their environment, developed through long periods of observation and co-habitation with specific places. TEK is increasingly recognized in conservation and climate science as a critical complement to Western scientific knowledge — not subordinate to it, but a distinct and equally rigorous form of understanding.

U

Urban Heat Island

The phenomenon by which urban areas experience significantly higher temperatures than surrounding rural areas, due to the replacement of vegetation with heat-absorbing surfaces (pavement, buildings), reduced evaporative cooling, waste heat from energy use, and reduced airflow. Urban heat islands intensify the effects of heat waves on city residents. Low-income and communities of color are disproportionately exposed to urban heat islands, as wealthier neighborhoods typically have more tree canopy and green space. Urban greening — planting trees, creating green roofs and corridors — is both a direct adaptation strategy and a mental health and equity intervention.

V

Vulnerability

The degree to which a person, community, ecosystem, or system is susceptible to harm from climate change — a function of exposure (the degree of climate hazard experienced), sensitivity (how strongly the system is affected by a given level of exposure), and adaptive capacity (the ability to cope and adjust). Vulnerability is not distributed randomly; it reflects existing patterns of inequality, marginalization, and ecological degradation. Addressing climate vulnerability requires both reducing physical exposure and eliminating the social conditions that make communities less able to protect themselves.

W

Watershed

The area of land that drains — through streams, rivers, groundwater, and eventually larger water bodies — to a common outlet. Watersheds are among the most meaningful ecological units for community-scale climate response: they define the flow of water, nutrients, and life through landscapes, and they connect human communities to each other and to the larger bioregion through shared water. Protecting watershed health — through forest cover, riparian buffers, and limits on impervious surfaces — is foundational to both climate adaptation and ecological resilience in the Salish Sea bioregion.

Weather vs. Climate

Weather refers to day-to-day atmospheric conditions — temperature, precipitation, wind — at a specific place and time. Climate refers to the long-term patterns and averages of those conditions over decades. The distinction matters because a single cold day or stormy season is often incorrectly used to dismiss climate trends; but individual weather events occur within the envelope of a changing climate system. Climate change makes certain weather events — extreme heat, intense rainfall, severe drought — more frequent and more severe, even if individual events cannot be attributed solely to climate change.

Wet-Bulb Temperature

A measure of heat stress that accounts for both temperature and humidity — specifically, the lowest temperature to which air can be cooled by evaporating water (as from a sweating body). Wet-bulb temperature is a more accurate measure of heat stress on the human body than air temperature alone. Research has found that wet-bulb temperatures above approximately 35°C (95°F) are physiologically unsurvivable for more than a few hours, even in the shade with water. Climate change is pushing some regions toward and beyond these thresholds — with the Persian Gulf, South Asia, and parts of Africa at highest near-term risk.

Whole Systems Thinking

In the LIFE Systems framework, Whole Systems Thinking is one of six Foundational Lenses — representing the understanding that climate and ecological challenges cannot be solved through isolated interventions, but only through recognition of the interconnection between physical, ecological, social, economic, and governance systems. Whole systems thinking moves from parts to wholes, from silos to relationships, and from linear causation to feedback and emergence.

Wildfire Regimes

The characteristic patterns of wildfire in a given landscape — including frequency, intensity, scale, and seasonality — shaped by climate, vegetation, terrain, and human land use history. Climate change is fundamentally altering wildfire regimes by extending fire seasons, increasing drought stress, and producing the hot, dry conditions under which fires ignite and spread rapidly. In the Pacific Northwest and Cascadia bioregion, larger and more severe wildfires are already a documented trend, affecting air quality across entire regions, threatening communities, degrading watersheds, and releasing vast quantities of stored carbon — turning some forests from carbon sinks into carbon sources.

Windigo’s Law

A term used by Jeremy Lent to describe the systemic tendency of capital to continuously expand extraction and accumulation. Under this dynamic, efficiency gains lead not to reduced consumption, but to increased overall resource use.
